Okay, so. Loki is a master sorcerer, having mastered the magicks of Agard, blah blah blah. That's all superfluous, really. The important thing to note here is one thing he can do:

He can manipulate the minds of others including implanting memories, making them forget specific things, and influence their decisions to an extent. By default, I'm going to assume the implant makes him unable to do that UNLESS you're down with it.
